Rebellion
10% of all rebels are rebel militia, signifying the percentage of the rebel population units that would actively participate in a rebellion. Rebellion will take place when the ratio of soldier units1 to rebel militia units is two to one or less. In order for the player to determine the number of rebels in a colony or ship, he must assign spies to obtain that information. (See Espionage.) Should the rebellion succeed, the ship or colony becomes independent.
Independent Colonies and Ships
An independent ship supports itself by plundering other ships and raiding colonies, or by hiring itself out to ships and colonies as a mercenary combat ship. These ships may establish independent colonies, but only if the planet is uninhabited.
An independent colony's economy is based mainly on producing consumer goods. It is generally non-aggressive, (but not always), in its relationships with other ships and colonies. If an independent colony suffers from excess population units, it will begin building independent ships to remove them.
All the rules of the game apply equally to independent ships and colonies as well as to those controlled by a player.
